The City of Tustin envisions a master planned property designed to have regional significance, emphasizing special qualities of urban design as well as inclusion of uses that add importantly and memorably to the cultural and recreational activities of the region. The City seeks cutting edge uses that are integrated creatively with learning, living, and recreational uses. Achieving the longer term potentials of the property is a priority.
Due to the property’s central location in Orange County, its proud heritage as an important west coast air station and its exceptional size and advantageous location, the City seeks proposals worthy of the site’s unique attributes, and having the capacity to remain vital and lasting for a long time. Such proposals should demonstrate the capacity to create a special sense of community and to incorporate distinctive design features of the highest quality that complement and do not compete with surrounding areas, such as old town Tustin. Inclusion of newer planning and design standards addressing the features of pedestrian-friendly “livable” communities is a priority. High standards of sustainable development practices should be an integral part of all proposals for the property and consistency with the Specific Plan/Reuse Plan for the property will be important.
Overall, the City expects the completed master development of the property to achieve a standard of excellence that will ensure that the site becomes a future legacy for Tustin and Orange County, while also meeting the City’s fiscal objectives.
